Body fat percentage is the proportion of fat in your total body weight. It's different from simply losing weight on the scale. When too much fat accumulates, your metabolic efficiency drops, energy consumption decreases, and your body becomes more prone to gaining weight. If you only starve yourself to lose weight, muscle is lost along with fat, which lowers your basal metabolic rate and leads to a yo-yo effect.
